Ongoing Service Reform: HoS Wants Successful Succession Plan Deepened

The Head of the Civil service of the Federation, Dr. Folasade Yemi-Esan has urged the key Civil Service Reform Implementers to ensure the development

of a successful and excellent succession plan that would form the bedrock of the nation’s desired civil service.

She gave the charge on Tuesday at a two-day workshop organized to sensitize key implementers of reform in the Federal Civil Service in Abuja.

Dr. Yemi-Esan, reminded participants that the Federal Civil Service Strategic and Implementation Plan (FCSSIP) is in transition hence needs a successful succession plan from the Directorate cadre in service.

The purpose of the workshop, the HoS reiterated, was to draw up plans and add new things that were left out at the old FCSSIP or remove ideas already in the old FCSSIP that would not fast-track change in service.

She further urged them to make as many contributions as possible and harvest ideas within and among themselves to be able to develop a rich and well-garnished succession plan that would stand the taste of time, highlighting that the success of the next FCSSIP is in the hands of the Key Implementers.

Earlier in his opening remark, the Permanent Secretary, Service Policy and Strategies Office, Office of the Head of the Civil Service of the Federation, Dr. Emmanuel Meribole, who was represented by Mr. Ben. Omogo, the Director, Organisation Design and Development, intimated the audience on the Federal Government’s efforts in providing quality leadership for civil service through FCSSIP.

He highlighted some of the gaps noticed in the review of the past FCSSIP 2017-2020 which have to be addressed in the course of the workshop such as the communication gap.

The consultant, Dr, Gideon, in an overview of FCSSIP 2017-2020, gaps and challenges such as stakeholders buy-in, cost of budgeting, change management, partnerships and clear governance and others were highlighted. In the overview, six items were identified to be sacrosanct for effective civil service. They are; Digitization, capacity building, Performance management, Innovation, culture, and Data Analytics.

The key implementers which include the Directors of Human Resources (HRM), Information, Communication and Technology (ICT), Reform Coordination & Service Improvements (RCSN) and Planning Research & Statistics from line Ministries were the participants at the workshop.
